Caroline Nicholas is a Senior Legal Officer with the International Trade Law Division of the United Nations Office of Legal Affairs (the UNCITRAL Secretariat).  She serves as Secretary to the Working Group Procurement and Infrastructure Development (among others), which issued the UNCITRAL Model Law on Public Procurement (issued in 2011), and the UNCITRAL Secretariat has also published policy and implementation guides addressing many aspects of public procurement law and policy.  She provides legal and policy advice and works in partnership with other international bodies, such as the World Bank, other MDBs, the WTO, OSCE and OECD on public procurement policy and practice, and provides regular technical assistance to national governments in all regions. 

Caroline also teaches public procurement law and policy at the post-graduate level in several UK and European universities.    She is a member of the Editorial Board of the Public Procurement Law Review and publishes widely on public procurement. 

Caroline previously advised on international war damage claims at the UN Compensation Commission, was an UN internal investigator, and has practised commercial law in the City of London and Hong Kong.

She is also a Solicitor of the Supreme Courts of England and Wales and of Hong Kong, a member of the Disciplinary Appeals Board of the Special Tribunal for Lebanon, an Associate of the Chartered Institute of Arbitrators, and the Chairman of the Board of Governors of the Vienna International School.
