Biancamaria Raganelli (1975) is Associated Professor in Law (12/E3 Law of Economics) at UNIVERSITY OF ROME TOR VERGATA, where she teaches EUROPEAN INSTITUTIONS, LAW AND ECONOMICS (in English master degree), EUROPEAN FINANCIAL INSTITUTIONS (master degree) and PUBLIC LAW OF ECONOMICS (undergraduated). She has been also awarded as Associate Professor in Administrative Law (12/D1) in 2013.

Main fields of research and consultancy: public procurement, anticorruption, independent authorities/agencies, financial markets regulation. She published a number of articles in reviews and book chapters and 3 books in the area of Regulation of Financial Markets, Public Procurement and Economic Analysis of Law, Administrative Justice (

She is vice-director of the Executive Master in Public Procurement at Tor Vergata University; Member of the scientific committee of the CENTER FOR RESEARCH IN PROCUREMENT & SUPPLY CHAIN, University of Rome Tor Vergata; Member of the executive committee, Master in Public Procurement Management and coordinator of the module on PPP; member of the International society of public law (ICON.s) and Research Network on Public Contracts in Legal Globalization.
She has a Ph.D. in Public Contracts and EAL (2005) at LUISS UNIVERSITY of Rome; a Diploma in European Studies, TILBURG UNIVERSITY, Netherlands (1996); a degree cum laude in Law (2000), Luiss University of Rome. Visiting Scholar at BROOKLYN LAW SCHOOL and COLUMBIA UNIVERSITY (fall 2003), Visiting Research Fellow at FORDHAM LAW SCHOOL, NYC (fall 2014).

She has several years of professional experience as legal expert and adviser in drafting public procurement regulations and policy documents, including primary and secondary legislation. She has been working as Public procurement expert for OCSE (MAPS project); legal counsellor Revisore Generale Santa Sede; as senior legal expert and Public Procurement Adviser a EUROPEAN UNION project for Caricom, Caribbean community secretariat (2015-2016); International specialist and public procurement adviser on a WORLD BANK project for Bangladesh (2012-2013) and consultant for ASIAN DEVELOPMENT BANK (2011). She also worked as a legal adviser for the ITALIAN MINISTRY OF PUBLIC ADMINISTRATION AND INNOVATION (2010-2011). She taught also at European University of Rome; SPISA, Bologna; University La Sapienza, LUMSA University of Rome.
