Dear student,

The International Master in Public Procurement Management (IMPPM) is now well established and a great success. Not only does the Master provide an opportunity to learn the new best practices in procurement management, it also provides a network of well-educated procurement professionals in countries which are creating new frameworks for procurement as part of their development agenda. This network is already used by its members as professionals who share experience and knowledge gained from day to day procurement practice in their home countries and it is an invaluable source of experience as well as a natural, cross-border network of friends. Undoubtedly, when you spend four months together studying hard in a foreign environment, the friendships made will last forever.

Whilst the IMPPM was established as a joint venture between EBRD and the University of Rome Tor Vergata, the interest and participation from other international institutions have enriched and enhanced the programme. We are now proud to have the European Investment Bank, the African Development Bank and the United Nations actively supporting the Master and we have great hope of seeing further international multilateral banks joining in this effort. Who knows, maybe in the future the concept established with the Master will be proposed on a regional basis.

We all know that procurement as a discipline needs to be professionalised. In my opinion, there is only one way to achieve this and that is through a well-established academic programme. Procurement cannot be attributed to a legal profession or an engineering task; procurement is the management of the legal, engineering and economical aspects of what needs to be contracted for and only a specific set of skills can combine these aspects into coherent processes. It is therefore clearly a separate profession and requires a professional status such as what the IMPPM provides.
